A former advisor to the US State Department has raised concerns about the operational effectiveness of the BrahMos supersonic cruise missile for the Philippines, emphasizing that the missile’s potential might be significantly hampered without advanced C4ISR capabilities. The missile’s sale to the Southeast Asian nation marks a notable shift in regional security dynamics, with India asserting a stronger presence in the South China Sea disputes.

 

C4ISR Systems and Their Importance

Ashley Tellis, Tata Chair for Strategic Affairs and a senior fellow at the Carnegie Endowment for International Peace, acknowledges the strategic value of the BrahMos missile but argues that its effectiveness could be limited without a robust C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance) infrastructure. C4ISR systems are essential for military operations as they enhance situational awareness and enable precise targeting through the integration of data from various sensors and databases.

C4ISR technologies function as the “nervous system” of modern military forces, facilitating the collection, processing, and dissemination of critical information. This information is crucial for coordinating military actions and ensuring that weapons and troops operate effectively.

 

Debate on BrahMos Missile’s Operational Value

The former US State Department advisor described the BrahMos missile as a “wonderful symbol” of India’s strategic commitment but suggested that without the necessary C4ISR support, its practical utility for the Philippines may be limited. This perspective contrasts with the view of the missile’s proponents, including those who helped develop the Indian Navy’s C4I systems, who argue that the BrahMos remains a formidable asset even in a standalone capacity.
