It will give the possibility for the Ukrainians to receive reparation for losses among their families from the newly introduced Register of Damages for Ukraine, launched Thursday, in which thousands of claims poured from bereaved families seeking reparation.
Register’s Objective
The Register, launched in The Hague, is intended to record and process claims from individuals seeking compensation for losses, injuries, and damages caused by Russia’s invasion since February 24, 2022. This marks an essential step to facilitate the healing of families from the gigantic personal loss and trauma caused by the long-standing struggle. The Register provides a formal platform through which to seek justice and recognition regarding their suffering.
How It Works
The Register was established by the Council of Europe with support from the European Union, targeting to hold Russia accountable by securing reparations ultimately. Initially a system for lodging claims for damages to property, the system expanded to cover claims made by parents, spouses, civil partners, and children of people killed during the invasion. Such claims are currently being processed as a means of extracting reparations from Moscow.
How to Lodge a Claim
Families of deceased victims can apply through Ukraine’s digital platform, ‘Diia’. The process of claims would be based on documents with proof of identity, the deceased’s identity, their relationship with the applicant, and the cause of death. The Register has already received 13,000 claims, worth over 800 million euros ($821 million) in damages.
Eligibility and Claimant Details
Besides direct relatives, claims can also be filed by other people who can prove close relationships or financial dependence on the deceased. The process is aimed at addressing both emotional and financial burdens caused by the invasion, offering a route to reparative justice.
