The meeting between Vietnamese officials and David O’Sullivan, the EU’s special envoy for the implementation of sanctions, was set for May 13-14 but has been postponed at Vietnam’s request. Sources suggest that Vietnamese leaders cited scheduling conflicts as the reason for the delay, with July proposed as an alternative date.

Possible Link to Putin Visit

Insiders indicate that the postponement may be connected to preparations for a prospective visit by President Putin to Vietnam. Concerns have been raised that talks with the EU envoy could impact the potential visit by the Russian leader.

EU’s Disappointment and Response

The EU diplomatic delegation in Hanoi has expressed disappointment over the delay, labeling it as “disappointing” and seeking discussions for a new meeting date with Vietnamese authorities.

Invitation to Putin

Vietnam has extended multiple invitations to President Putin in recent months, despite international controversies such as the ICC’s arrest warrant over alleged war crimes in Ukraine. Russian media reports suggest Putin has accepted the invitation, pending arrangements after his presidential inauguration on May 7.

Vietnam-Russia Relations

Russia holds a significant role in Vietnam, being the top weapons supplier and involved in gas exploitation in disputed waters. However, there is no evidence of Vietnam violating EU sanctions by aiding Russia’s military efforts in Ukraine.
