The education minister of Delhi and AAP leader Atishi Marlena writes to the city’s chief secretary Naresh Kumar regarding order of transfer for govt teachers on Thursday.
In her letter, she has asked the chief secretary to take back the July 2 order. Furthermore, Atishi has also asked kumar to stop mandatory transfer of teachers, just because they have spent 10 years in that particular school.

In addition, she also asserted, that around 5,000 teachers who did not take apply for transfer, were given different schools by using the contentious clause 16.
‘Under clause 16 of this circular, all those teachers who have served for more than 10 years in the same schools were directed to compulsorily apply for transfer, failing which, they will be transferred to any school by the DoE. wrote Atishi in her letter.
Moreover, she also asked chief secretary to take disciplinary action against those officers, who deliberately violated July 1 order and take action against corruption and malpractice present in transfer of teachers.
As per Atishi, this order goes against education minister’s direction, and it violates the Section 5.3 of the NEP 2020 which states, ‘The harmful practice of excessive teacher transfers will be halted, so that students have continuity in their role models and educational environments. Transfers will occur in very special circumstances, as suitably laid down in a structured manner by State/UT governments. Furthermore, transfers will be conducted through an online computerized system that ensures transparency.’
Later, she asked Naresh Kumar to give the action report within 48 hours. Atishi also declared that this mindless action would demotivate teachers and will break down the relationship between student and teachers. Thus, affecting school’s academic performance.
However, she agreed with teacher’s transfer due to presence of exceptional circumstance.
She also claimed, many teachers complained about corruption involved in transferring process. Under which, they were offered postings in schools of their choice.
