During the presentation of the interim budget, when Finance Minister Diya Kumari was delivering the budget speech, she took a dig at the previous Congress government. Following this, Congress MLAs created a ruckus, leading to a pause in the budget speech for 5 minutes. During this time, Congress MLAs disrupted proceedings in the well.
In response to the commotion during the budget speech, Chief Minister Bhajan Lal Sharma had to intervene. He stated that the Finance Minister, a lady, was delivering the budget speech, and there should not be any trouble.
He appealed that decorum should be maintained. He requested senior MLA Shanti Dhariwal to provide guidance, saying that preserving the dignity of the House is everyone’s responsibility.
During the budget speech, Diya Kumari on several occasions accused the previous government of many issues including financial mismanagement, and ERCP. The opposition objected, but the Speaker asked them to speak after the completion of the speech. In response, opposition MLAs created a ruckus.
They entered the well, shouting slogans like ‘Election speech won’t be tolerated.’ During this period, the budget speech had to be paused for five minutes. However, later, everyone returned to their seats, and the speech resumed.
During this, Leader of Opposition Tikaram Jully said that it has been the tradition of the House that the budget speech should be read. He commented, saying, “Read whatever had been written to her from Delhi and don’t comment.” After this, the budget speech resumed.
