A new concern has also emerged in eastern Tibet following reports of large-scale detentions related to a protest against alleged illegal gold mining. What began as a protest over environmental conditions has quickly snowballed into a nationwide security crackdown and there are grave doubts about rights and environmental stewardship.

Protest Triggered by Mining Find

As reported by Tibetan researchers and human rights organizations, the people of Kashi, in Sershul County, brought their concerns before the authorities regarding the establishment of a gold-extraction industry in what the locals call the Serkhok or Gold Valley.

The protest, although preceded by the display of a banner was conducted in a peaceful manner. It had nothing to do with politics. It was based on their environmental concerns.

Arrests & Missing Persons

Hours after the standoff, security forces were seen descending upon the area. Approximately 80 ethnic Tibetans have been reportedly taken into custody as part of door to door arrests that have been witnessed by bystanders in the area.

Some persons are currently unaccounted for, fueling tensions in the area. These arrested persons are claimed to have been taken to Sershul for interrogations with no information on their whereabouts and legal status.

Raids, Surveillance & Warnings

Leaks also indicate that the operation stretched beyond arrest. The homes of those arrested were searched, mobile phones were confiscated and access and egress to and from the village were limited.

Armed security officers were allegedly deployed in all public places. The residents received warnings not to disclose details about the occurrence, as authorities indicated that spreading news outside the village would amount to a serious crime.

Allegations of Abuse of Custody

There appear to be accounts of tough interrogation sessions as well. Prisoners have reportedly been denied sleep, food and access to toilets. Others received severe injuries in the course of interrogations. Although medical tests took place in a regional hospital, their findings reportedly were not shared in their entirety by families concerned about the condition of their kin.

A Climate of Fear & Silence

Elderly residents of the village were also reportedly held in custody briefly and questioned about telephone records. Threats were issued and the detained individuals were eventually released. The environment in Kashi township is reportedly tense and explosive, with the flow of communication closely monitored. This event has reiterated the danger of sensitivity to the environment.

What is the Implications

This is a case in point in understanding the delicate state of development vs. the rights of local populations in vulnerable areas. In the push for resource development for the subsequent economic growth of China, the treatment of opposition from local communities is increasingly getting attention from foreign observers and human rights activists.
