Atal Dulloo, a seasoned 1989 batch IAS officer with extensive experience in the Union Territory, officially resumed his role as Chief Secretary of Jammu and Kashmir today. His return follows a brief assignment in the Ministry of Home Affairs as Secretary of border Management.
A member of the AGMUT cadre, Dulloo has served in various capacities in J&K, notably playing a crucial role in steering the Union Territory through the challenging COVID-19 crisis as the Financial Commissioner, of Health & Medical Education.
Prior to his central deputation in June this year, Dulloo served as the Additional Chief Secretary (ACS) of the Agriculture Production Department, where he contributed significantly to the formulation of the Holistic Agriculture Development Programme (HADP). The program aimed at revolutionizing the agricultural sector and enhancing farmers’ income manifold.
Having also served as Deputy Commissioner in key districts of the erstwhile state, Dulloo has been honoured with several awards, including the state award for meritorious public service on Republic Day in 2013. He received a silver medal for the successful conduct of assembly elections in 1996.
Following his official reinstatement, Chief Secretary Atal Dulloo took a comprehensive round of the Secretariat campus, engaging with employees and encouraging them to share their concerns directly with his office or the General Administration Department (GAD). He emphasized the importance of addressing issues on merit for the smooth functioning of official business.
During his interactions, the Chief Secretary took note of ongoing hygiene and renovation works within the Secretariat campus. He directed relevant authorities to maintain the premises aesthetically, ensuring a pleasant experience for both employees and visitors.
Accompanying Atal Dulloo during his visit were the Commissioner Secretary, GAD; Director Estates, Jammu, along with other pertinent civil and police officers. The Chief Secretary’s return marks a significant chapter in the administrative landscape of Jammu and Kashmir, as he resumes his duties with a focus on efficient governance and employee welfare.
