Haryana government has notified as many as 601 colonies located in Municipal limits in all 22 districts in a period of the 49 months from 1 January 2020 to 31 January 2024. It is not worthy that no colony was approved in a period of 3 years from 2020 to 2022 and out of the total 601 notified colonies, 494 and 107 colonies have been notified in the year 2023 and 2024 respectively. Yamunanagar districts emerges on the top in terms of maximum notified colonies as a total of 494 colonies located in Municipal limits have been regularised to be followed by Faridabad, Jind, Jhajjar and Kaithal districts with 76, 49, 44 and 41 notified colonies last year. In this series, as many as 38, 32, 20, 16, 16, 15 , 15 and 13 colonies have been notified in Fatehabad, Karnal, Hisar, Sirsa, Gurugram, Palwal and Bhiwani districts respectively. While remaining 11 districts are among those with below 10 approved colonies each. Likewise, out of the total as many 107 colonies notified in 2024, a maximum of 25, 20, 12, 11 and 10 colonies have been given approval in Sirsa, Rohtak, Sonipat, Kurukshetra and Panchkula respectively. Similarly as many as 9, 8, 6, and 6 colonies falling in Municipal limits have been regularised in Hisar, Mahendergarh, Jind and Rewari respectively while Ambala, Bhiwani, Charkhi Dadri, Faridabad, Fatehabad, Gurugram, Jhajjar, Karnal, Nuh, Palwal, Panipat, and Yamunanagar are among the districts with no approved colonies in the current year.

It is pertinent to mention that aforesaid information was supplied in the recent assembly session in a query seeking the concerned statistics. One of the legislators sought the information asking the the number of the unauthorized colonies regularized by the Government from to January, 2020 to 31 January, 2024 in the State together with the district-wise details and the criteria adopted for regularization of the unauthorized colonies.
In a reaction it came to fore that 601 unauthorized colonies falling within municipal limits have been notified from 1 January, 2020 to 31st January, 2024 in the State. and The criteria for notification of the un-authorised colonies, as per provisions of the Haryana Management of Civic Amenities and Infrastructure Deficient Municipal Area (Special Provision) Act, 2016 and its amendment on 10.09.2021 is as (i) As per section 3, “Declared Area “the Government may, by notification in the Official Gazette, declare any area falling within any municipal area to be the civic amenities and infrastructure deficient area where a resolution to such effect has been passed by the concerned municipality and recommended to that effect by the concerned Divisional Commissioner in case of a Municipal Corporation or by the concerned District Municipal Commissioner in case of a municipality, as per the norms notified by the Government from time to time.

Besides, it was also shared that the norms for notifying the colonies under the Act has been notified on 03.03.2023 and as per Section 9, followings are exempted from consideration under the Act includes where any industrial unit is located, where any commercial building, mall, multiplex, hotel or banquet hall is located and the commercial, industrial, institutional, and uses other than residential shall not be considered under this notification till seeking permission for residential use.
