Medium, Small and Micro Enterprises (MSME) play a significant role in the overall growth of the country and Haryana has more than 7 lakh MSMEs in urban as well as rural areas creating jobs on large scale. Most of the MSMEs are engaged in automobile, textiles, metal sector, engineering, and food & beverages. The state has large number of micro and small enterprises as well as medium – scale business units in Ambala, Panchkula, Karnal, Rohtak and Kaithal is the hub for micro and small enterprises where as Panipat, Gurugram and Faridabad for medium scale business units. The industrially advanced districts of Haryana are Gurugram and Yamunanagar where as industrially backward districts are Palwal, Mewat and Mahendergarh. Despite of this much progress, there are various challenges and threats on the development path of MSME.
Through new policies, the state government is aiming to create employment for 8.5 lakh people in the state. The official data revealed that the number of MSMEs registered in the state of Haryana between January 1, 2019 to December 31, 2023 is 4,48,393, which generated 22,15,823 jobs. As of January 1, 2019, the number of MSMEs registered in Haryana was 2,82,457 and 21,41,340 jobs were created through it. After this, there has been an increase in the number of MSMEs and by January 1, 2024, the registered number of MSMEs in Haryana was 7,30,850 and 43,57,163 jobs were created through it. It is noteworthy that as per the steps taken by the government to resolve the cases of pending payments to the MSME sector, under the provisions of the Micro, Small and Medium Enterprises Development (MSME) Act, 2006, the State Government is /has been established in the Union Territories.
According to the Udyam Registration Portal, the total number of registered women-owned MSMEs in the country from the date of its launch on 7 January 2020 till the above 11 December, 2023 is 1,17.36,406 (including informal micro enterprises registered on the Udyam Assist platform). ,Inclusion of retail and wholesale businesses as MSMEs from January 7, 2021 for priority sector loans. Non-tax benefit has been extended for 3 years from October 18, in case of change in status of upgradation in MSMEs. Uyam Assist platform was launched on 11 January 2020 to bring informal micro enterprises into the formal ambit to avail benefits under priority sector loans.
The Ministry of MSME has launched ‘Samadhan Portal’ on 30th December 2017 to enable complaints and monitoring of outstanding dues to Micro and Small Enterprises from buyers (users) of goods and services. Any person willing to set up a micro, small or medium enterprise in India can file enterprise registration online at the Enterprise Registration on aforementioned portal of the Ministry of MSME, Govt. In the MSME scheme, different types of entrepreneurs are classified into micro, small and medium industries. A micro enterprise is one where the investment in plant and machinery or equipment does not exceed one crore rupees and the turnover does not exceed five crore rupees. A medium enterprise, where the investment in plant and machinery or equipment does not exceed fifty crore rupees and the turnover does not exceed two hundred fifty crore rupees.
Steps have been taken by the Government to resolve the cases of pending payments to the MSME sector. As per the provisions of the Development of Micro, Small and Medium Enterprises (MSME) Act, 2006, States/Union Territories are required to resolve the cases of pending payments to the Micro and Small Enterprises (MSMEs) . The Ministry of MSME has launched ‘Samadhan Portal’ on 30 December 2017 to monitor and register complaints regarding outstanding dues to Micro and Small Enterprises from buyers (users) of goods and services. The MSME Ministry has requested the States and Union Territories to set up as many MSEFCs as possible to clear pending payment issues at the earliest. As many as 157 MSEFCs have been set up including more than one MSEFC in states like Delhi, Gujarat, Jammu & Kashmir, Karnataka, Kerala, Maharashtra, Punjab, Rajasthan, Tamil Nadu, Telangana, UP and West Bengal.
