The last budget session of the 14th Legislative Assembly witnessed digitalization of entire records of the Legislative Assembly and implementation of proper dress code of officers and employees. With 7 meetings held in the Assembly session starting from 20th February that concluded on 28th February , the proceedings of the House lasted for 33 hours, 48 minutes in presence of all 90 MLAs of the state who participated in the session. Along with the approval of 13 bills and Question Hour for a few 5 days, the proceedings of the House came to an end with 106.90 percent work productivity. It is pertinent to mention that the entire record of the House since 1966 including call and prorogation of the House, motion/notice, short notice, question and answer, calling attention motion, non-government and government resolutions, bills, bulletins, reviews, proceedings of the House, biodata of honorable MLAs and all Includes reports of committees is digitally available. Apart from this, as many as 1007 spectators including 456 school children and people from different educational institutions and groups. Besides, as many as 100 questions were tabled becoming a part of the proceedings, out of which the answers to 61 questions were discussed in the House. Starred questions of a total of 59 MLAs- 23 of BJP MLAs, 25 of Congress MLAs, 6 JJP MLAs, 1 INLD MLA and 4 independent MLAs were included. Similarly, 138 unstarred questions of 26 MLAs also included as a part of the became part of the proceedings.
While responding to media persons and divuling more details here on Thursday, Gyan Chand Gupta who holds the portfolio of the speaker of the House said that a dress code has been implemented for all employees working in the assembly in a bid to ensure discipline and decorum of the house and it has been implemented for the first time after the state came into existence in 1966.. The Speaker expressed gratitude to all the members of the ruling and opposition parties, employees and media persons for the success of the budget stating that Haryana Legislative Assembly has taken another new leap in the digital age and the complete records of the Legislative Assembly from 1966 till now have become available digitally. Further, it was divulged that the Governor’s address lasted for 102 minutes which further led to a discussion for 5 hours and 56 minutes, in which a total of 32 MLAs including 13 BJP MLAs, 4 JJP MLAs, 12 Congress MLAs and 3 independent MLAs participated. As many as 14 legislators-4 MLAs from BJP, 2 from JJP, 7 from Congress and one from INLD participated in discussion for 3 hours and 54 minutes over no-confidence motion moved by the main opposition Congress party and it was unanimously rejected as the opposition refused to participate in the voting on the no-confidence motion stating a walk out
Haryana Chief Minister Manohar Lal, who also holds the portfolio of the Finance Minister, tabled the budget for the consecutive fifth time which was discussed in the House for 8 hours and 17 minutes. and as many as 59 MLAs-26 MLAs from BJP, 7 from JJP, 19 from Congress, one from INLD and 6 independent MLAs. participated in this discussion .
Apart from aforesaid, as many as 54 calling attention notices were received for the budget session and of these, 47 were rejected. A total of 7 calling attention motions were discussed in the House and a notice for adjournment motion was received which was discussed for 1 hour and 11 minutes on 26th February and a total of 16 MLAs took part in the discussion. A total of 3 non-government proposals were also made, which were rejected later. One proposal was received for short term discussion, which was rejected. During this time, a private member’s bill was also tabled, which has been further forwarded to the government for comments. Gyan Chand Gupta said that he has tried to give time to all the members who want to speak. He said that the cooperation of all parties during the session has been commendable. Along with this, he appealed to the MLAs that they should present their views keeping in mind the decorum of the House.
