HM to police: re-inquiries should not be by same set of officers

Haryana’s Home Minister, Anil Vij, directed all Deputy Commissioners, Police Commissioners, Superintendents of Police, and District Commissioners of Police in the state on Thursday. The directive stated that complaints or grievances sent for re-investigation or inquiry by the Home Minister’s office should be forwarded to other Deputy Superintendents of Police (DSPs). Efforts should be made to resolve these complaints or problems within three months. The directive also specified that a consolidated report on the progress should be presented to the Home Minister’s office every three months.

Vij conveyed this message to all relevant officials in the state via a wireless message. Additionally, a copy of the message was sent to the Additional Chief Secretary of the Home Department and the Director-General of Police in the state. In his message, Vij wrote, ‘It has been observed that all complaints forwarded from this office for re-enquiry or re-investigation are being sent to the same officer or official who has already handled the case. This does not serve the purpose of re-inquiry or re-investigation. Hence, I would like all Deputy Commissioners, Police Commissioners, Superintendents of Police, and District Commissioners of Police to take personal interest in fresh public complaints or grievances sent by me. Please do not send these complaints or grievances to the same inquiry officers in the interest of natural justice. It is further desired that these complaints or grievances be sent to other DSPs, and efforts should be made to dispose of them within three months. After every three months, a consolidated report on the same should be submitted to me.
