The BJP in Haryana is working hard to strengthen its organization through Panna Pramukhs, while the government is also trying to understand the real situation on the ground. All of this is in preparation for the Lok Sabha elections. The Chief Minister’s Office (CMO) officials have been sent into the field to gather feedback on the government’s schemes that affect the common people at both the Central and State Government levels.
Six CMO officers have been officially assigned to specific Lok Sabha constituencies, and four others are working behind the scenes. There are ten Lok Sabha seats in the state, and Chief Minister Manohar Lal has appointed a “messenger” for each Lok Sabha constituency. These messengers report directly to the Chief Minister and provide regular updates. The Chief Minister also holds meetings with them to stay informed about both minor and major incidents. The reports from these officers are expected to be crucial.
Until now, these officers were responsible for reaching out to the public about the government’s main schemes. However, they will now work at the booth level, and there are plans to elevate their roles to the Panna Pramukh level in the future. Chief Minister Manohar Lal has also instructed all MLAs to organize a ‘Jan Samvad’ program. In addition to public dialogues, MLAs have been asked to prepare a list of 50-50 beneficiaries from their constituencies as a pilot project.
Furthermore, they have been asked to communicate with all these beneficiaries. This program will be expanded later. The Chief Minister himself communicates with the beneficiaries of various schemes through audio conferencing every Saturday. Besides basic facilities like education, health, electricity, water, and roads, CMO officials are preparing detailed reports on the schemes for the poor and common people in both the Central and Haryana governments. If there are any issues in accessing the scheme benefits at any level, they have been given the task of addressing them.
Through this campaign, the government aims not only to reach out directly to the beneficiaries but also to keep those receiving benefits connected with the party in the future. Besides the Pradhan Mantri Fasal Bima Yojana, PM Jan-Dhan Yojana, PM Accident and Insurance Scheme, and Ayushman Bharat Yojana, Haryana runs other schemes. These include the Chief Minister Antyodaya Parivar Utthan Yojana, Family Identity Card, Pension, BPL Card, Affordable Housing Scheme for the poor, and the ‘Chirayu’ Scheme. Discussions are being held with people about all these schemes meant for the underprivileged.
Parivar Pehchan Patra (PPP) is the Chief Minister’s dream project, linking most of the Centre’s and Haryana’s schemes. After registering with PPP, there is no need to apply for old-age pension. The pension is automatically provided after reaching the age of 60. Similarly, people can obtain various certificates and civil services, including the BPL card and caste certificate, from the comfort of their homes. Although the opposition party opposes the portal system, the Chief Minister is determined to continue this campaign.
CM’s OSD Jawahar Yadav has been assigned the responsibility for Faridabad, and the second OSD, Bhupeshwar Dayal, is responsible for Kurukshetra and Ambala. The third OSD, Virendra Singh, is responsible for Rohtak and Sonipat, while CM’s Political Advisor, Bharat Bhushan Bharti, is responsible for Sirsa and Hisar. CM’s Special Secretary Abhimanyu Rao has been tasked with the responsibility for the Karnal Parliament.
The Advisor of the Foreign Cooperation Department, Pawan Chaudhary, has been assigned to work in the Gurugram and Bhiwani-Mahendragarh parliamentary constituencies. Similarly, four people have been informally assigned to work in the field.
